15-19 Years of Age
- Must be Australian Citizen or Permanent Resident
- Must complete a Qualification Higher than previously completed (Must Up skill)

20-24 Years of Age
- Must be Australian Citizen or Permanent Resident
- Must complete a Qualification Higher than previously completed (Must Up skill)
- Minimum Enrolment Fee Applies
25 Years of Age +
- Must be Australian Citizen or Permanent Resident
- Applies to Retrenched Workers made redundant from 1st January 2009
- Must hold a Separation Certificate
- Eligible for all Qualifications
